The newly released "No. 1 Central Document" has again prioritized three rural issues, namely agriculture, rural areas and farmers, with the aim of accelerating the pace of agricultural modernization and achieving the construction of a moderately prosperous society in an all-round manner.
Jointly released by the Central Committee of the Communist Party of China (CPC) and the State Council on January 27, it is the 13th consecutive "No. 1 Central Document" themed with three rural issues.
This year's document lists 30 tasks in 6 areas. These are as follow: (1) consistently consolidating the base of modern agriculture and increasing the quality as well as competitiveness of domestic agriculture; (2) strengthening work on the protection of natural resources and the maintenance of ecological environment, and promoting the growth of environmental-friendly agricultural business; (3) advancing the integration of agricultural sectors and helping rural residents increase personal income; (4) pushing forward with balanced development of urban and rural regions, and raising the level of building a new countryside; (5) deepening rural reform and injecting impetus to the further development of rural affairs; (6) intensifying and improving leadership of the CPC over three rural issues.
It aims to further highlight the vital role played by rural residents in the comprehensive advancement of rural affairs, promote structural reform of agricultural activities with an emphasis upon innovation, and ensure all villagers have access to agricultural modernization and social growth.
As for the circulation of agricultural products, the document supports the construction of a professional platform related to the sale of agricultural produce, promotes the growth of e-commerce, and assists the Postal Savings Bank of China (PSBC) in broadening the scope of its business operations in rural regions.
