Zhang Jinliang, born in November 1969, is a doctor of economics, senior accountant, and chartered public accountant.

He formerly served as general manger of the Financial Management Department, vice president and member of the Party Committee of the Bank of China (BOC), president and secretary of the Party Committee of the bank's Beijing branch; executive director and member of the Party Committee of the China Everbright Group; president, executive director and deputy secretary of the Party Committee of the China Everbright Bank (CEB).

Zhang is currently the director, general manager and deputy secretary of the Communist Party Committee of the China Post Group.
