Liu Aili, born in April 1963, holds a Master's Degree in Information Management and a Doctorate in Business Administration (DBA). He is a visiting scholar at Yale University and a senior engineer at the professor level. Liu, a national model worker, is granted a Special Allowance from the State Council.

He formerly served as director of the Shandong Provincial Mobile Communications Bureau; director of the Network Department; deputy secretary of the Communist Party Committee; vice general-manager of the China Mobile Communications Group Co., Ltd; secretary of the Communist Party Committee; president, general-manager at the China Mobile Shandong and Zhejiang branches; president of China Tower; president of China Mobile Pakistan; and general manager and deputy secretary of the Communist Party Committee of China Telecom.

Now, Liu serves as president and secretary of the Communist Party Committee of China Post Group.
