The State Post Bureau has issued “Outline of Action for Building China into a Postal Power” (hereinafter referred to as the Outline), which lays out a blueprint for the postal industry of China to stand at a new starting point and embark on a new journey to build China into a postal power which will satisfy the needs of the people, have a strong guarantee and possess a leading position in the world by the middle of this century. By then, the postal industry of China will have a global network, provide services for all industries, and rank among the top in the world in terms of inclusive service level, scale, quality and comprehensive contribution.

The 19^th National Congress of the Communist Party of China has put forward the strategic arrangement of building a transportation power. Building China into a postal power is an integral part of the strategy. In order to implement the deployment of the CPC Central Committee, speed up building China into a postal power, give full play to the basic and pioneering role of the postal industry, and contribute to the full scale development of the country into a modern socialist country, the State Post Bureau spends two years completing the Outline after soliciting suggestions from all walks of life, seeking advice for several rounds, and fully absorbing the wisdom of all parties.

The Outline specifies that China will build a postal power in a phased manner on the basis of building a modern postal industry that is compatible with a moderately prosperous society by 2020. The first phase is to preliminarily build China into a postal power by 2035, when the global network, high level of intelligence of the facilities and equipment, intensification of development mode, diversification of service supply, and leap development of the postal industry in scale and quality will be realized. At the same time, the share of postal revenue in GDP will be similar to that of developed countries, and the development level of some regions and key areas will reach the forefront of the world. In the second phase, by the middle of this century, China will be fully established as a postal power, and the postal industry of China will achieve network globalization, provide services for all industries, and rank among the top in the world in terms of inclusive service level, scale, quality and comprehensive contribution.

The Outline points out, in order to build the postal power the postal industry must adhere to the principles of being inclusive and balanced, market-oriented, innovation-driven, secure and green. The postal industry must also adhere to being peopled-centered, follow the route of deepening the supply side structural reform of the postal industry, and hold innovation as the first driving force so as to promote the reforms in quality, efficiency and impetus, and establish three systems of modern postal service supply, ecology and governance.
