China Post is to issue a set of one-stamp miniature sheet on June 18, 2020. The design of the stamp is entitled The Eighth Congress of the All-China Philatelic Federation. The face value of the miniature sheet is 6 yuan (about $0.85), and the planned circulation 6 million sets.
The All-China Philatelic Federation (ACPF) was established on January 30, 1982 with the approval of the State Council. It is a national social organization voluntarily formed by philatelic associations of different provinces, autonomous regions and municipalities, and philatelic organizations of different industries in China. The Federation is administrated by the Ministry of Transport and the State Post Bureau, and subject to the guidance and supervision of the Ministry of Civil Affairs.
The All-China Philatelic Federation currently has 31 member associations at the level of provinces, autonomous regions and municipalities, and 10 national industrial philatelic organizations covering the areas of sports, military, petroleum, aerospace, coal, seamen, water conservancy, aviation, electric power, and public security. The Federation has now formed a nationwide philatelic organization network with more than 3 million individual members. The All-China Philatelic Federation joined Fédération Internationale de Philatélie (FIP) in July 1983 and the Federation of Inter-Asian Philately (FIAP) in August of the same year, thus becoming member of both federations ever since.
The design of this miniature sheet takes as the main element the wooden carriage of the Han Dynasty, which was unearthed from a tomb of the Han Dynasty at Pengjiazhai, Chengxi District of Xining City, Qinghai Province in the summer of 1977, and is now held at the Qinghai Province Museum. The wooden carriage was a means of transportation for ancient Chinese officials and postal carriers, and can thereby be regarded as a microcosm of postal travel and postal transportation in the Han Dynasty. The edging of the miniature sheet features part of a brick painting Welcoming Guests unearthed from a tomb of the Han Dynasty in Yinan County of Shandong Province, which depicts the image of the ancient ornamental columns and the scene of the officials traveling in wooden carriages. The warm color used in the background highlights the long history of the cultural relics, and reflects the solemnity of the Eighth Congress of the All-China Philatelic Federation as well.
This set of miniature sheet is designed by Ma Lihang and printed by the Beijing Stamp Factory using the brand-new technology of photogravure and offset lithography overprinting. This technology breaks through the routine of stamp printing and brings the ordinary technology to the extreme, realizing the combination and innovation of traditional printing techniques. At the same time, the stamp, under ultraviolet light, gives the viewers a visual effect of being in the museum, with the light converging into the wooden carriage and the staggered light and shade, it seems as if the viewers travelled back to thousands of years ago. The "2020" mark on the face of the miniature sheet records the year of the Eighth Congress of ACPF.
