Recently, the State Post Bureau, the National Development and Reform Commission, the Ministry of Transport, the Ministry of Commerce and the General Administration of Customs jointly issued Guidelines on Promoting the Development of Postal Industry in the Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter referred to as the Guidelines).

The Guidelines require the agencies concerned to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, and fully implement the principles of the 19th CPC National Congress, the second, the third, the forth and the fifth plenary session of the 19th CPC Central Committee and the “One Country, Two Systems” policy. The Guidelines require the related agencies to adhere to the new and high-quality development concepts, uphold the reform and opening up policy, give play to the respective comparative advantages of Guangdong, Hong Kong and Macao. The related agencies should promote mutually beneficial cooperation, deeply integrate into the world-class city clusters and industrial clusters of Guangdong, Hong Kong and Macau and give full play to the demonstration and leading role of China (Guangdong) Pilot Free Trade Zone. The Guidelines require building the Guangdong-Hong Kong-Macao Greater Bay Area into a pioneer zone of innovation-driven development of postal industry, demonstration zone of integrated development, pacesetter of green development, pilot zone for opening up. The Guidelines support Shenzhen to build a pioneering demonstration zone for the development of the postal industry with Chinese characteristics, making it a new impetus to drive the high-quality development of the postal industry across the country thus playing a leading role in building a powerful postal industry.

The Guidelines point out that by 2025, a delivery service system that matches the framework of the world-class bay area and world-class city clusters will be basically formed, and its fundamental and strategic role in the economic and social development of the Guangdong-Hong Kong-Macao Greater Bay Area will become more prominent. By 2035, an innovation-driven, convenient and efficient, green sharing, open and integrated Guangdong-Hong Kong-Macao Greater Bay Area delivery service system will be completely established. With the service guarantee abilities and service levels of regional postal industry greatly improved and international competitiveness and influence further enhanced, the system will effectively serve the construction of a world-class bay area and serve as a demonstration base for the construction of a powerful postal industry.

The Guidelines have made specific arrangements from the following aspects: building an efficient and smooth delivery network, setting a benchmark for high-end quality services, promoting innovation-driven transformation and development, creating a new height for industries’ synergetic development, cultivating and expanding diverse market players, optimizing the open development environment of the Bay Area, promoting green and low-carbon circular development, improving the safety emergency management system, and promoting the exchange and interaction of talents and culture.
