In order to serve the rural revitalization strategy and implement the “No. 1 central document” for 2022 and the guideline issued by the State Council on accelerating the construction of rural delivery logistics system, Guangdong Postal Branch has issued a guidance on developing demonstration counties with the three-tier logistics system at village, township and county levels in 2022.

In 2021, Guangdong Postal Branch basically completed the construction of the third level logistics system in 42 demonstration counties. This year, it has adjusted the number of such counties to 36, and will complete their development in accordance with the following objectives. First, automobile delivery. Guangdong Postal Branch will strive to cover 80% of the rural areas in the whole province with automobile delivery by means of renting private vehicles, supplemented by coordination of public transportation and postal service. Second, cooperation between express companies and postal enterprises. Such cooperation is expected to reach all the villages. As a result, Guangdong Postal Branch strives to deliver 20 million items for other express companies in the whole province. All postal outlets and ULE stations at township level will provide agency services such as collection, delivery and self pick-up for express companies. Third, delivery to villages. The visit rate of mail carriers to administrative villages remains above 99% according to the mobile phone location system. The frequency of parcel and express delivery to major townships in demonstration counties will increase from 5 days to 7 days a week, and to villages in these major townships from 3 days to 5 days a week. Fourth, developing 6 corporate-level postal farm produce bases. The warehouses of the farm produce bases will be built with a total floor area of no less than 100 square meters, so as to increase the turnover of self-run farm produces.

This year, Guangdong Postal Branch will strengthen the infrastructure development of county-level ecommerce and logistics distribution service centers and rural ecommerce service station, optimize logistics network, improve rural e-commerce warehousing and distribution capacity, and build a rural integrated service platform, thus achieving better construction, use and management of the three-tier logistics system, serving local economic development, enhancing the advantage of postal network and the influence of postal brand in rural areas, and consolidating the leading position of postal service in rural market.
