As a “national team” in the postal industry, China Post focuses on the country's top priorities, and expands its overall contributions to rural revitalization in both scale and extent. In this practice, postal branches in different provinces (autonomous regions and municipalities) have been striving to make progress and bear new fruits.

At Shibadong village, Huayuan county, Xiangxi Tujia-Miao autonomous prefecture, Hunan province, China Post is one of the first enterprises that has been there to lift the villagers out of poverty. It has established a “Shibadong” poverty alleviation post office, which sells local specialties  and handicrafts made by the villagers. Rural postmen deliver mail to every household, and then take their cured meat and sewed handicrafts to the outside world. Every year, Shibadong Post Office donates 18% of its revenue to assist the rural collective economy of the village. In the past 6 years, it has donated 210,000 yuan (about 31,400 US dollars). This post office has now become a bastion for China Post in its efforts of poverty alleviation and benefiting farmers in this Miao village.

Sichuan Postal Branch has established a rural revitalization leading group and the “1+6” working system (1 refers to the central task of establishing a three-tier delivery, commerce and logistics system at village, township and county levels; 6 refers to the 6 major supporting tasks.), and taken solid measures to ensure the implementation of rural revitalization strategies in accordance with the requirements of higher-level authorities, the local situation of Sichuan province and the characteristics of postal service. It has innovatively launched new cooperation models of postal enterprises with authorities related to agriculture and rural affairs, transportation, commerce, human resources and social security as well as tax. Sichuan Postal Branch has piloted projects that benefit farmers in 6 counties including Ya'an, Hanyuan and so on, and explored models of postal enterprises in boosting the high-quality development of farmers' cooperatives. It has joined hands with Sichuan Postal Administration to pilot post-express cooperation in Ziyang city and explored the path of last-mile joint delivery. Together with the Department of Transportation of Sichuan Province, it has piloted cooperation between postal enterprise and local authorities of transportation and commerce in Jiang'an of Yibin city, and explored an effective vehicle for the integration and interoperation of passenger, mail and freight transportation networks: the yellow vehicles, which have become a vehicle for rural revitalization that integrates the functions of buses, postal and express vans as well as freight vehicles. Together with the Department of Commerce of Sichuan Province, it has piloted rural e-commerce in Santai of Mianyang city, and explored the effective way of online and offline coordinated development.  It has taken over all agency delivery of items addressed to townships and villages within Yajiang county from the five private express companies including STO Express, ZTO Express, YTO Express, Yunda Express and J&T Express, the daily agency delivery volume reaching about 800 items. Today, the post-express cooperated last-mile delivery has covered 100% counties (districts) and 83% administrative villages within Sichuan province, the peak volume of daily agency delivery having exceeded 200,000 items.

In order to further boost the strategy of serving rural revitalization, Guangdong Postal Branch basically completed equipping 42 demonstration counties with the three-tier logistics system at village, township and county levels in 2021. In 2022, it aims to complete such logistics system in another 36 demonstration counties. Automobile delivery aims to cover 80% rural areas across the whole province, post-express cooperation to reach all administrative villages, the frequency of express and parcel delivery in major townships (towns) of the demonstrative counties to increase by two days every week, the visit rate of postmen to administrative villages  to reach 99%, and 6 corporate-level postal farm produce bases to be established.

Based on their strategic cooperation agreement, Inner Mongolia Postal Branch and the Baotou municipal government have made concerted efforts with mutual complementarity to promote rural revitalization. The two sides formulated the list of cooperation projects in jointly promoting rural revitalization, and carried out government-enterprise cooperation around eight aspects including boosting rural revitalization in Baotou, improving comprehensive convenience service quality in both urban and rural areas, promoting and serving consumption upgrade in rural areas, advancing the construction of postal logistics network, fostering cultural brands of rural revitalization and so on. In this way, Inner Mongolia Postal Branch is contributing to smoothing the industry chain in rural areas, facilitating the public to get rich, and boosting rural revitalization in all aspects.

Chongqing Postal Branch and Mashang Consumer Finance Co. Ltd. (hereinafter referred to as MSCF) have reached cooperation consensus in the fields of agricultural big data application, crop and animal husbandry, and product traceability. Relying on scientific and technological strength of MSFC to empower smart agriculture, they have provided farmers with low-cost quality control technology from the very beginning, implemented traceable crop and animal husbandry, and realized intelligent and precise control throughout the process of supply to consumption. With the jointly built platform for disseminating rural revitalization knowledge, they have integrated their mutual resources of platform, curriculum and viewership, and jointly cultivated e-commerce talents and key personnel in the field of agricultural science and technology. Cooperating in livestreaming marketing, they have expanded sales channels, increased exposure for quality China Post Farm Produces, and facilitated farmers to embark on the road of common prosperity.

The Postal Savings Bank of China (hereinafter referred to as PSBC) Beijing Branch explored and developed a model of promoting rural revitalization in the whole township in Yukou of Pinggu district, Beijing. Through cash management plus wage and pension agency service mode, PSBC Beijing Branch has provided the whole town with cashless and online funds and the villagers with one-stop  open payment service, thereby 100% villages in the township have opened settlement accounts. It has launched a “GBC” comprehensive financial service package for rural revitalization, which includes government, businesses (farmer cooperatives) and consumers (farmers). It has also deployed ATM machines in the village affairs service center, established 5 credit villages, and developed loan business for the credit households. Consequently, PSBC Beijing Branch has formed a development pattern featuring integrated promotion as well as post and banking coordination, and worked to integrate its comprehensive financial service philosophy into the rural revitalization strategies.

Xinjiang Postal Branch and PSBC Xijiang Branch have leveraged their respective advantages, visited about 132,000 households of farmers in the whole region, and provided constant financial support for farmers to ensure their spring farming. They offered better financial services to farmers and businesses to ease their financing difficulties, removed that last crucial hurdle for financial services in rural revitalization.

The following are practices of postal branches in serving rural vitalization.

In Funan county in Anhui province: all 28 townships (towns) and 292 administrative villages across the county have access to postal comprehensive service stations.

During the harvest season of jujubes, Liaoning Postal Branch helps jujube farmers sell over 400,000 kilograms of jujubes and generates an extra revenue of over 4 million yuan (about 59,700 US dollars).

Staff members of PSBC Wuzhishan Branch in Hainan province go to Shuiman township to provide service for Miao tea planting cooperatives.

PSBC Jilin Branch in Jilin province goes out of their way to publicize financial services in villages.

In Medog county of Tibet Autonomous Region, the postal route brings the happiness of online shopping to people there.

In Yiwu of Zhejiang province, the postal station solves the villagers’ pickup problems.

In Danling of Sichuan province, the “yellow vehicle” delivers parcels to village-level postal stations.

Ningde Postal Branch in Fujian province joins hands with Ningde Municipal Committee of the Communist Youth League and China Mobile Ningde Branch to hold “Me and My hometown” livestreaming, helping farmers sell their products.
