The 13th Asian-Pacific Postal Union (hereinafter referred to as APPU) Congress was held from August 29 to September 2 in Bangkok, Thailand. More than 200 delegates and observers from 32 APPU member countries, the Universal Postal Union and other international organizations attended the congress. The Chinese delegation, composed of the State Post Bureau of the People’s Republic of China, China Post Group Corporation Limited (China Post Group), Hongkong Post and Macao Post and Telecommunications Bureau (CTT), attended the congress by online and offline means. Zhao Min, head of the Chinese delegation and deputy director-general of the State Post Bureau, and Wen Shaoqi, vice president of China Post Group, attended the opening ceremony in Beijing.

The congress reviewed and approved the APPU’s structure of the new cycle, amended the Acts of the Union, celebrated the 60th anniversary of APPU, elected the new secretary general of APPU and the new chair and vice chair of the APPU Executive Council. Vinaya Prakash Singh, senior deputy director general of Department of Posts of India's Ministry of Communications, was elected as the new secretary general of APPU. Thailand and China were elected as the new chair and vice chair of the APPU Executive Council respectively. The congress also reviewed and approved China's election as co-chair of the Supply Chain Working Group.

After the closing of the congress, the 9th APPU Postal Business Forum was held from September 5 to 6. Focusing on "sustaining digital transformation", the forum discussed the strategic orientation, future trends, sustainable development and other issues of the postal sector. China Post shared in the keynote speech the insights on the new opportunities brought about by RCEP to the Posts in the Asia-Pacific region, and proposed suggestions on deepening regional win-win cooperation and jointly promoting development of the postal sector, which elicited positive responses at the forum, so delegates of some countries expressed their intention of strengthening exchanges and cooperation with China in international transportation and other fields.

During the forum, APPU also held the award ceremony of the 3rd APPU Regional Awards. China Post submitted entries and won three awards out of the four award categories. Xu Long, a postman at the Shanghai-lu Collection and Delivery Station of China Post Group Wuhan Jiang’an Branch, won the gold award of the "Best Service Individuals" for his anti-epidemic deeds. China Post won the silver award of the "Best Contributions/Initiatives” for the great efforts it made to guarantee supply and open and smooth logistics service during the anti-epidemic period. Shijiazhuang Posts and Telecommunications Technical College won the silver award of the "Best Innovations/Practices" for its cloud-based training innovation and practice in the case of epidemic prevention and control.
