NPC deputy Xie Jian: performing duties wholeheartedly for people’s trust

“I am very excited to be re-elected as a deputy to the National People’s Congress (NPC) and elected as a member of the presidium of the 14th NPC. I’m grateful for people’s trust, and I will continue to speak up and do more practical things for them.” Xie Jian, NPC deputy, clerk and postman of Wailingding Post Office of Zhuhai city, Guangdong province, felt deeply the glory of his mission and the significance of his responsibilities after being elected as a member of the presidium of the first session of the 14th NPC.

On the morning of March 5, Xie Jian listened to the government work report on the spot. “The report mentioned that in the past five years, the rural express and logistics distribution systems have been constantly improved, which is closely related to postal services and to people’s lives. This report is down to earth and inspiring,” said Xie Jian.

Xie Jian, who has been working on an island for more than 30 years, has been keeping the people’s affairs in mind since he was elected to be an NPC deputy. This year, his proposals still focus, above all others, on people’s livelihood.

Wailingding Island, where Xie Jian works, is a remote island, where a sophisticated delivery and logistics system is needed whether it is to transport the abundant local produces to cities or the high-quality industrial products to the island. “Now cities and towns are developing very well, people there can shop in malls conveniently and even more so when shopping online. However, on remote islands, many residents still have difficulty sending and receiving express items.” In his fact-finding trips Xie Jian found, the delivery and logistics system in remote mountainous areas and islands is not so well developed that the local villagers still cannot experience the same high-quality express and logistics services as urban residents do. Therefore, Xie Jian proposed that steps of developing livelihood infrastructure in remote mountainous areas and islands should be quickened. “China Post has made great achievements in building the three-tiered logistics system in many rural areas. If local authorities can provide more support for this project, the islanders will surely lead a more and more convenient life.”

Guangdong is a big marine province. Shenzhen and Zhuhai, adjacent to Hong Kong and Macao, are the core cities of the Guangdong-Hong Kong-Macao Greater Bay Area. Most of the islands nearby are rich in marine resources, giving rise to the long-existing seafood trade. “Seafood trade prospers in the Guangdong-Hong Kong-Macao Greater Bay Area, and people outside the islands want to eat fresh seafood, so the time limit for cold chain transportation of seafood is becoming increasingly demanding.” In order to improve people’s experience of seafood delivery, relevant authorities should work together to accelerate customs clearance between the Chinese mainland and Hong Kong and Macao by innovating a “joint boundary” system of customs clearance and a juxtaposed control system, suggested Xie Jian. In this way, repeated inspection of the same batch of goods will be avoided and customs clearance process simplified, so that seafood products can enter the delivery network within the shortest time to ensure the quality and freshness of the products being delivered.
