Since the beginning of this year, Anhui Postal Branch and the Postal Savings Bank of China (PSBC) Anhui Branch have worked together to promote the market development of strategic emerging industries. With the overall goal of building a strategic emerging industrial system featuring the integration of financing, express and logistics, e-commerce and postal culture, they have focused on the two major markets of industrial parks and industry-leading enterprises, and implemented mechanisms of dedicated task force operation, demonstration projects and benchmarking as well as policy empowerment to build an ecosystem supporting strategic emerging industries. By the end of May, Anhui Postal Branch and PSBC Anhui Branch had signed strategic cooperation agreements with 51 parks and 98 leading enterprises in strategic emerging industries, granting 38.5 billion yuan (about 5.3 billion US dollars) of credit and generating a revenue of 104 million yuan (about 14.4 million US dollars) in parcel, express and logistics business.

Anhui Postal Branch and PSBC Anhui Branch have established a market development system for strategic emerging industries, implemented a coordinated development mechanism, focused on development goals, and ensured whole-process management and control. To this end, they

• Make good use of checklists, schedule the major tasks on the basis of forms and checklists according to the process, and assign responsibilities and tasks to individuals and evaluate their individual performance.
• Make good use of charts, and check the finished tasks on a regular basis.
• Make good use of manuals, and push forward the implementation of tasks through marketing manuals, training materials and excellent cases.
• Make good use of models, create models of local projects, and constantly optimize the models to improve and standardize the workflow.
• Make good use of the dedicated task force constituted by capable staff members from different segments, and give play to their strength to tackle difficulties.

In specific development cases, Anhui Postal Branch and PSBC Anhui Branch focus on four types of customer groups, such as strategic emerging industrial parks, leading enterprises, MSMEs (micro, small and medium enterprises), and employees in such industries, deeply explore their needs, and promote differentiated development modes. Based on the principle of “signing contract, setting up outlets and applying services”, they build comprehensive service centers in industrial parks, and create six services such as brand promotion, postal services, financial services, convenience services for the public and the enterprises, and postal culture experience, so as to further enrich the postal service ecosystem in the parks. They provide customized services for leading enterprises, focus on expanding the upstream and downstream clients on the industrial and supply chains, and realize integrated services of the logistics and financial chains throughout the whole process of the industrial chains. They take financing business as the starting point and rely on postal and PSBC outlets to serve MSMEs. At present, Anhui Postal Branch has built 16 comprehensive service centers and three smart parks across the province, and issued 2,087 postal savings cards.
