Recently, the Postal Savings Bank of China (hereinafter referred to as PSBC) participated in a new round of bidding for the qualifications for centralized treasury payment agencies organized by the People’s Bank of China and the Ministry of Finance, and won the bid again. For the first time, PSBC obtained the qualification for direct payment agencies. So far, it has obtained three qualifications as a central government agency for direct payment, authorized payment and nontax revenue collection.

The central government’s agency business has high requirements for its agencies in terms of financial strength, layout of outlets, agency experience, settlement network, institutional construction, system construction, risk prevention, hardware, personnel, service and other aspects. As one of the agencies for centralized treasury payment, PSBC has been improving its management system, optimizing its operational processes, upgrading its business systems, and enhancing its service capabilities since it obtained the qualification for centralized treasury payment agencies in 2012. Relying on its unique model and resource endowment featuring directly-operated outlets and agency outlets, PSBC has been rooted in rural areas and committed to providing safe, high-quality, and efficient agency business. As of the end of 2023, PSBC had served nearly 30,000 central government offices and local authorities and organizations subject to fiscal budgets. Next, it will make constant efforts to fulfill its tasks as a centralized treasury payment agency, provide safe, high-quality, and efficient financial service for the authorities and organizations concerned, and conscientiously shoulder its responsibilities as a state-owned bank.
