Xinjiang Postal Branch actively integrates into the construction of the three major areas of the China (Xinjiang) Pilot Free Trade Zone, continuously improves its conventional international mail service, and strengthens its capacity of trunk transportation, port operations and customs declaration of cross-border e-commerce and international import and export business, so as to further facilitate the simultaneous development of international mail service, international trade and cross-border e-commerce, and foster an international parcel, express and logistics system featuring wide product coverage and independent and controllable channels. From January to May this year, the international business revenue of Xinjiang Postal Branch increased by 14 percent year-on-year, of which the business revenue from commercial channel increased by 159 percent year-on-year.
Relying on its advantages of logistics channels for international trade, Xinjiang Postal Branch takes Urumqi as the international business operation center in the whole autonomous region, Khorgos as a highway transit port for international mail, and Kashgar as an international port with multimodal transport resources of highway, railway and air, to promote the implementation of the “three-in-one” intensive supervision model of international mail, international express and cross-border e-commerce services.
Xinjiang Postal Branch has made overall plans for enhancing the capacity of major ports and expanding channels, and sped up improving the capabilities of its offices of exchange (mail units). With policy support, it actively communicated with the comprehensive bonded areas of Urumqi, Khorgos, Kashgar and Alashankou, relocated its international mail processing facilities there, and added international mail and logistics services to the planning and functions of the comprehensive bonded areas, therefore making effective contributions to the development of foreign trade and the construction of comprehensive cross-border e-commerce pilot zones.
In Urumqi area, Xinjiang Postal Branch has put international mail service and cross-border e-commerce into operation, and further expanded the TIR (international road transport) direct dispatch mode via trucks, forming a joint development pattern coordinating with the comprehensive bonded areas and international airports. In Kashgar area, the Kashgar Office of Exchange was put into trial operation in December 2023. It has succeeded in testing and dispatching 10 trains of items in the first five months of this year, and has possessed the capabilities of customs clearance for international mail and cross-border e-commerce.
In order to ensure the smooth transportation of “postal plus commercial” channel products, Xinjiang Postal Branch has promoted the implementation of a multi-port coordination mechanism. At present, a network architecture has been formed, with Urumqi and Kashgar as the central nodes, and combining resources among ports such as Khorgos, Alashankou, Baketu, Torugart and Jeminay. By coordinating the volume of distribution in northern and southern Xinjiang, it has fostered a “postal plus commercial” channel featuring independent operation, controllable links and self-operated pricing. At the same time, Xinjiang Postal Branch has established communication mechanisms with the government support platforms of the ports to ensure the close connection among all links, making all efforts to support the development of international mail, commercial express and cross-border e-commerce cargo transportation.
