PSBC launches self-developed cloud platform for government affairs finance

To enhance the quality and effectiveness of GBC (government, business and consumer) interconnected development, and to serve government affairs and people’s livelihoods, the Postal Savings Bank of China (hereinafter referred to as PSBC) has recently launched its self-developed cloud platform (Phase I) for government affairs finance. Consisting of five sub-platforms featuring medical billing, agricultural matchmaking, smart education, smart bankruptcy management and special terminal smart settlement system, the platform can satisfy the diverse and personalized financial needs of various government affairs clients, and further implement the requirements for the development of the new “1 plus N” financial service system for corporate finance.

With the goal of “digital transformation, data-driven management and intelligent operation”, the platform aims to provide intelligent service products and scenario solutions for government affairs clients to enhance the quality and effectiveness of financial services. The first phase of the platform, tailored to the characteristics of PSBC’s clients, primarily focuses on lightweight design of product development, and uses Vue (a programming framework for building web user interfaces) and microservice architecture, the mainstream in the industry, to offer diverse and efficient personalized services to government affairs clients. Among these, the medical billing platform is the first automated reconciliation service platform in the industry for medical bills. It provides a one-stop automated reconciliation solution to address the pain points of the small and medium-sized hospital clients in their cumbersome and inefficient manual reconciliation. Rendering intelligent matchmaking services to various agricultural-related entities, the agricultural matchmaking platform supports supply and demand information release, account opening appointment and loan applications, and provides information related to rural revitalization. The smart education platform offers education authorities and schools such services as fee collection, teaching management, data collection and message notifications, and creates a one-stop “finance plus campus” service scenario. The smart bankruptcy management platform serves courts, bankruptcy administrators and creditors, and provides whole-process services such as managing funds, supervising cases, and seeking investment and financing for bankruptcy cases. The special terminal smart settlement system platform possesses functions like budget management, materials management, financial management and single-computer reimbursement, and facilitates secure, intensive and digital reimbursement in relevant grassroots units.

This platform is a key leverage for PSBC to build a smart ecosystem and carry out platform-based operations. Going forward, PSBC will accelerate integrating the resources of products, technology and operations, and constantly improve the functions of the cloud platform through rapid iteration to enhance customer experience. Additionally, it will intensify efforts to explore new institutional business needs, and enrich business scenarios when developing the second phase of the platform, and further improve the quality and effectiveness of its smart government affairs financial services.
