China Post to issue stamps commemorating NPC’s 70th founding anniversary

On September 15, China Post is to issue commemorative stamps entitled The 70th Anniversary of the National People’s Congress.

In September 1954, the inaugural session of the First National People’s Congress (NPC) was successfully convened, and the first Constitution of the People’s Republic of China (PRC) was promulgated. This Constitution clearly stipulates that all power in the PRC belongs to the people. And the organs through which the people exercise state power are the NPC and the local people’s congresses at all levels.

This set of commemorative stamps consists of two pieces. The first stamp is named Promoting the Spirit of the Constitution. Its main picture showcases the Constitution of the PRC set off by blooming peonies, reflecting the significance of carrying forward the spirit of the Constitution. The second stamp Developing Whole-Process People’s Democracy takes the solemn national emblem and the Great Hall of the People as the main elements, accompanied by such words as “民主选举、民主协商、民主决策、民主管理、民主监督” (democratic election, consultation, decision-making, management, and oversight), which reflects the rich implications and great significance of developing whole-process people’s democracy. The two stamps also contain elements such as the Great Wall winding along the contours of the mountains, which demonstrates the aesthetic appeal of the traditional Chinese blue-green landscape painting, the dome of the Great Hall of the People, and doves of peace. This set of stamps is printed with high-precision offset printing technology, with the denomination and titles of the stamps printed in gold ink, which adds a sense of solemnity to the overall picture. The main elements are printed with relief embossing technology to make the picture more stereoscopic.

This set of stamps is collectively created by the Academy of Arts & Design of Tsinghua University, edited by Wen Wenya, and printed with offset printing technology (partial embossing) by Beijing Stamp Printing House Company Limited.
