Luo Mingyuan is a comprehensive management clerk of PSBC Qiandongnan Tianzhu Sub-Branch in Guizhou province.

Since April 2016, Luo Mingyuan has been successively appointed by PSBC Guizhou Branch to Shanghua village of Gaoniang town and Lengzhai village of Lantian town in Tianzhu county, as the resident first Party secretary. Over the past eight years, he has led the executives and employees to learn from model workers and make progress together, pushed PSBC Qiandongnan Branch onto the fast track of high-quality development, and achieved fruitful results.

In April 2016, Luo Mingyuan assumed the position of the first Party secretary of Shanghua village. He actively planned and developed poverty alleviation industries in the village, led villagers in establishing a cattle farming cooperative, and introduced businesses to settle in the village, enabling villagers to find employment right at their hometown. Thanks to his efforts, Shanghua village has established four collective crop and animal husbandry cooperatives and two farmers’ specialized cooperatives, forming a favorable development situation featuring the integration of businesses, cooperatives and farmers.

In May 2021, Luo Mingyuan was transferred to Lengzhai village of Lantian town in the same county, to continue his story of helping farmers. In 2022, the village suffered from drought. With his multiple efforts, he obtained social assistance funds and solved the problem of water supply for villagers’ production and daily life. In 2023, drought caused damage to the water retaining dam at Lengzhai bridge. Luo Mingyuan reported the situation promptly to PSBC Qiandongnan Branch, which allocated 30,000 yuan of assistance funds to get the dam restored.

Luo Mingyuan has consistently delivered PSBC’s financial warmth to the forefront of rural revitalization, striving to assist the villagers in mountainous areas to achieve common prosperity in the future.
