On November 13, China Post issued a set of one commemorative stamp entitled The 9th National Congress of the All-China Philatelic Federation in the form of a souvenir sheet, which bears the same name as the stamp.

The design of the souvenir sheet features the Heifu wooden slips. These wooden slips, unearthed in 1975, are the earliest known letters home ever discovered in archaeological history. The letters were written by two soldiers, Heifu and Jing, to their elder brother, to detail their military life along with concerns for their family members and requests for clothing and provisions. On the border ornament, a scroll of wooden slips is unrolled to turn into a river of time gradually, meandering through the vast starry expanse that symbolizes the brilliance of Chinese civilization, implying the wisdom of Chinese civilization that is innovating through inheritance and developing through innovation.

The souvenir sheet is printed with high precision offset printing technology, featuring exquisite design and rich colors. On the border ornament, the wooden slips pattern extends into the Milky Way, creating an interplay of ancient and modern elements. Against the deep blue sky-like background, the scattered stars twinkle even more brilliantly under ultraviolet light. On the right side of the stamp, the caption is printed with special metallic ink, complementing the background perfectly to achieve an elegant effect.

This souvenir sheet is designed by Dong Qi, edited by Wen Wenya, and printed by Beijing Stamp Printing House Company Limited with offset printing technology. The denomination of the souvenir sheet is 6.00 yuan. And the planned circulation is 4.35 million sheets.
