Recently, the Anhui provincial government released a list of 30 initiatives for people’s livelihood in 2026, among which was the enhancement project of the three-tier logistics system at village, township and county levels led by Anhui Postal Branch. This project will further densify the rural parcel, express and logistics service network and smooth the two-way flow channel for production factors in urban and rural areas.

The project, centering on optimizing the supply of parcel, express and logistics services in rural areas, aims to constantly improve the three-tier logistics system at village, township and county levels and enhance service efficiency by deepening cooperation between postal and express companies and pressing ahead with the integrated development of passenger, goods and mail transportation services. According to the plan, the project will focus on improving the quality of the infrastructure in 2026. It will establish a total of no less than 18 key county-level demonstration operation centers and 90 key township-level operation centers. At the same time, it will reinforce the full coverage of village-level comprehensive convenience service stations to ensure that delivery services reach every corner of the countryside. This project will coordinate rural delivery and logistics resources to comprehensively promote the joint distribution model. It plans to establish 485 bus mail routes, utilize 2,400 various stations across counties, townships and villages, and achieve efficient linkage between transportation resources and service nodes. In response to the development needs of the high-end green farm produce within the province, this project will also strive to bridge the first mile of farm produce going into cities. It plans to deploy cold chain warehousing facilities in production and sales areas, and foster 30 direct-supply farm produce bases, each with the sales of over ten million yuan. Eventually, it may build a convenient logistics bridge for Anhui products going out of the province, and facilitate the high-quality farm produce from the province reaching the market nationwide.

In recent years, Anhui Postal Branch has been steadily increasing investment in the development of the three-tier logistics system at village, township and county levels, with a total of 1.029 billion yuan (about 148.89 million US dollars) invested in construction, and 337,700 square meters of site resources integrated. It has established an efficient parcel, express, and logistics business network with several distribution centers in Hefei, Bengbu, Wuhu and Anqing. To date, Anhui Postal Branch has built 62 county-level processing centers, 691 town-level operation centers and 16,000 village-level comprehensive convenience service stations.
