Xie Jian is a postal clerk and mail carrier of Wailingding Post Office and the postmaster of Haidao Post Office of Zhuhai Postal Branch in Guangdong province. In 2025, he pushed forward several proposals to move from paper to practice.
With the in-depth implementation of the policies for Macao and Hong Kong vehicles traveling north across the Hong Kong–Zhuhai–Macao Bridge (HZMB) into Guangdong province, Xie Jian found in his research that there were still certain restrictions on Guangdong vehicles traveling south to Hong Kong. So, for two consecutive years he had called on the Guangdong provincial government to take the program of steadily promoting “Guangdong vehicles travelling south” into its 2025 work plan. On November 15, 2025, the “Guangdong vehicles traveling south” policy was officially put into implementation. This policy has increased the capacity for entry and exit customs clearance of passenger cars to 1,300 vehicles and 1,500 vehicles per hour respectively, enabling residents from Guangdong, Hong Kong and Macao to truly enjoy the two-way travel.
In terms of the free yacht travel policy, the Guangdong Maritime Safety Administration issued an implementation plan in early 2025, clarifying that the free travel scope for yachts in Guangdong, Hong Kong and Macao would be expanded to the nine inland cities of the Greater Bay Area. This positive response came within a year after Xie Jian had put forward relevant proposals in 2024.
To meet the cross-border medical needs of residents in Zhuhai, Hong Kong and Macao, Xie Jian put forward a proposal for establishing a cooperation mechanism of cross-border emergency medical services among the three regions. In March 2025, “Hospital-to-Hospital” cross-border medical transfer services between Zhuhai and Macao were officially launched. By the end of 2025, Zhuhai had completed a total of 6 cases of Zhuhai-Macao medical transfers and 1 Zhuhai-Hong Kong transfer, with the transfer time shortened to 25 minutes and 93 minutes respectively.
As a deputy from the grassroots of the postal sector, Xie Jian proposed in 2025 for building an independent and controllable international express and logistics system, in the hope of leveraging the advantages of the postal network to support the development of air freight and cross-border e-commerce in the Greater Bay Area. He also suggested giving play to Hong Kong and Macao’s role as international trade windows to promote high-quality domestic agricultural products going global. Meanwhile, he proposed relying on the advantages of postal outlets to develop the Greater Bay Area into a window for cultural and tourism promotion.
