Zhao Mingcui is a rural mail carrier of Shaanxi Shiquan Postal Branch.

As a deputy to the National People’s Congress (NPC) from the grassroots, Zhao Mingcui visited over 300 people and collected more than 40 opinions and suggestions throughout the year. Traveling along the postal routes, she has forged a path to people’s hearts while fulfilling her duties.

Last year, a road renovation project in Zuoxitong village sparked disputes between villagers and the construction party. Conflicts over land acquisition compensation and disturbance from construction ended in a stalemate between the two sides. Learning about this situation, Zhao Mingcui went to the site repeatedly and brought together the villager representatives, construction party and local officials for six rounds of talks. She explained the relevant policies patiently and helped ease the villagers’ concerns. Eventually, a compensation agreement was reached, and the project was successfully completed. And what’s more, the travel difficulties plaguing over 2000 people along the route were resolved.

In her visits to the grassroots, she also discovered that some law enforcement vehicles at a county-level procuratorate had exceeded their service life limit, yet replacement vehicles had not been delivered in a timely manner. She carefully sorted out the root causes and reported the issue to the Shaanxi Provincial People’s Procuratorate through the NPC deputy channel. Relevant officials took the matter seriously and swiftly coordinated the replacement vehicles to guarantee the needs of grassroots law enforcement.

Zhao Mingcui said, in the coming year, she will attach more importance to such fields as the digital economy and rural e-commerce. She will conduct more down-to-earth thematic research on the most essential work like rural revitalization and primary-level governance. Leveraging platforms such as the NPC deputy liaison stations and the digital People’s Congress system to innovate her methods of performing duties, she will strive to serve as a “caring confidant” and trusted spokesperson of the people.
