Mo Fuyuan is a mail carrier of Guizhou Longli Postal Branch.

Last year, Mo Fuyuan brought to Beijing his proposal for extending express services to villages. When he returned from the NPC session, he took his notebook as a project progress tracker. In April 2025, Guizhou Longli Postal Branch launched the county-to-village direct delivery project, and opened five dedicated routes to villages. Presently, Express services have reached all the 52 administrative villages in Longli county, with the average delivery time reduced by 12 hours.

Early this spring, on his research trips to Chaxiang village, Mo Fuyuan found out a series of problems such as narrow roads that caused inaccessibility for buses, low tourist volume, high transportation costs for agricultural products, all of which led to difficulties for farmers to raise their incomes. He then made several visits to the transportation bureau and the agriculture and rural affairs bureau of the county to report these issues, bringing the road widening project well on its way.

At the NPC session this year, Mo Fuyuan is prepared to propose pushing forward the establishment of a multi-tiered medical-insurance payment system in rural areas, making medical insurance more equitable and sustainable.
