Zhao Mingzhi

Zhao Mingzhi is a mail carrier and station manager of Shengliqiao Post Office of Dalian Postal Branch in Liaoning province. She has served as a deputy to the National People’s Congress (NPC) for two consecutive terms.

Zhao Mingzhi, with her beat spanning over 30 streets and alleys, serves more than 30,000 households. Having dedicated herself to the frontline of delivery service for three decades, she has accurately delivered millions of letters and newspapers, and successfully revived over 4,000 “dead” letters with incomplete addresses or ambiguous names, helping find their recipients. As a deputy to the NPC, she has made her delivery route a channel for fulfilling her duties, taken her delivery station as well as the neighborhoods and office buildings on her beat as her deputy workstations, thereby building a heart-to-heart bridge connecting with the public. She has taken the lead in mediating petitions and complaints from the public and resolving conflicts at the grassroots. During the cherry harvest season, she has worked right in the fields to help farm produce reach urban markets. She has connected with the people via WeChat to address their pressing concerns effectively.

In 2025, Zhao Mingzhi learned during her visits that some local residents had fallen victim to telecom fraud due to personal information leaks. She made it her mission to bring legal education to the doorsteps of local residents. She promptly turned real-life cases into easy-to-understand anti-fraud alerts in her work breaks, and explained common scam tactics and identification methods face-to-face to the residents, safeguarding the residents’ money with concrete actions.

At the NPC session last year, she put forward proposals such as promoting the development of home-based elderly care services, standardizing the criteria for determining labor relations for workers in new forms of employment, revising and improving the Regulations on Realty Management, and safeguarding the legitimate rights and interests of new employment groups while meeting residents’ needs. Thanks to her efforts, authorities in some regions have solicited opinions and suggestions from platform companies and integrated realty management into grassroots governance.
