Recently, Guizhou Huishui Postal Branch fully launched a new operational model of county-to-village direct delivery to ensure same-day direct delivery of mail from the county seat to villages and same-day outbound transport of mail from villagers, reducing the overall time limit for village-bound mail by at least 12 hours.
To this end, Guizhou Huishui Postal Branch has restructured its rural delivery network. It has discontinued the seven previously outsourced routes at county and township levels, and formulated 12 new county-to-village routes, which cover 11 townships and 145 administrative villages, with a direct delivery coverage rate of 72.7 percent. The remaining 54 administrative villages can also enjoy unobstructed postal services through a combination of ordinary mail delivery from the mail center and supplementary delivery by local postal outlets.
To ensure the efficiency of direct delivery, Guizhou Huishui Postal Branch has made great efforts in both hardware upgrading and service improvement. In terms of hardware, it has put into operation 13 new energy electric vehicles, both eco-friendly and capable of satisfying daily mail loads, to adapt to the conditions of rural roads. In the sorting process, it has adopted the principle of sorting directly to villages. 21 out of 58 sorting chutes at Huishui mail center are dedicated to the county-to-village direct delivery initiative. Manual and machine sorting are efficiently coordinated by integrating the mode of one chute for several villages with the standardized four-segment code system, to ensure that each mail item is sorted to its specific delivery route accurately.
In terms of services, the 14 newly recruited delivery drivers have all undergone professional training and are proficient in the entire delivery process. Meanwhile, some mail carriers responsible for universal postal service in townships are retained to handle mail delivery in towns, forming a service network with both direct delivery and supplementary delivery, thus significantly shortening the mail delivery time.
Currently, Guizhou Huishui Postal Branch has established service stations at all the 199 administrative villages in the county. The stations are constructed in accordance with the following standards: All the stations should have signboards, nameplates and shelves. Their operations are rule-based. And they provide both mail collection and delivery services via a digital system. With these stations, villagers can not only get their items but also send their mail, make inquiries or complete other related business in immediate proximity to their home, thus enjoying literally one-stop postal services without leaving their villages.
