Statement by the Director General of the UPU International Bureau: “#PostforPeople: Local Service. Global Reach.”

This World Post Day, we celebrate the vital role of the postal sector as a lifeline, bringing essential services to everyone, everywhere.

The postal network is among the largest and farthest-reaching service infrastructures in the world. With more than 600,000 post offices, it provides communities everywhere with reliable access to communication, commercial, financial and social services. From the most remote areas to the busiest cities, the postal network is a bridge, connecting people to the wider world.

The recently adopted UPU Strategy aligns closely with this year’s theme, “#PostforPeople: Local Service. Global Reach.” It envisions the UPU as a driving force in building an interconnected, inclusive and sustainable society, supported by a seamless and innovative postal network that is capable of delivering high-quality, modern services to people around the world.

Through this year’s theme, we also want to celebrate the women and men who make this extraordinary universal service possible – the 4.6 million postal workers across 192 member countries, whose dedication enables the postal network to continue to serve billions of people every day. We applaud all those workers who innovate at headquarters, who process millions of parcels at sorting centres, and who deliver by foot, bicycle or vehicle every single day.

On this World Post Day, I urge us all to work together in ensuring that the Post continues to offer quality services to everyone, everywhere, connecting local communities to the world. Let us unite to make the postal network more accessible, more reliable and more inclusive than ever.

#PostforPeople: Local Service. Global Reach. A New Chapter for China Post

Message from Chairman Liu Aili of China Post Group Corporation Limited

On the occasion when the whole nation is celebrating the 76th anniversary of the founding of the People’s Republic of China, we usher in the 56th World Post Day. On behalf of China Post Group, I would like to express my heartfelt gratitude to the governments at all levels, customers, and friends from all walks of life for their long-term support. I would also like to extend my greetings to the active and retired postal staff nationwide.

Postal sector is a modern leading industry in supporting production, promoting consumption and enabling communication and circulation. Since the beginning of this year, we have unwaveringly followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implemented the CPC Central Committee’s decisions and plans, made great efforts to promote high-quality development, and accelerated reform, innovation and transformation. We have played an indispensable role in serving our country’s major strategies, the economic and social development, and the people’s production and life, and therefore become a crucial cornerstone, in terms of our core function and main business, for the Party to govern and rejuvenate the country.

We remain committed to improving quality and efficiency, with the achievements of business development becoming more prominent. In terms of universal postal service, we take it as our mission to promote equal access to basic public services, enrich the service content to keep pace with the times, and integrate convenience services in postal outlets based on local conditions. Presently, we have made it possible for all border villages to have direct access to mail services, and constantly improved the quality of postal services for border and coastal defense units. Eventually, we have significantly enhanced the accessibility, balance and stability of our universal postal service. In express and logistics business, we have vigorously shortened time limit, improved service quality, implemented targeted cost reduction, and expanded market reach. We also accelerated the integrated development of postal services, commercial express services, freight and warehousing, and significantly improved our competitive strength. As for the Postal Savings Bank of China (PSBC), we have focused on the “five priorities” of technology finance, green finance, inclusive finance, pension finance and digital finance, and actively served Sannong (agriculture, rural areas, and farmers) customers, urban and rural residents as well as small and medium-sized enterprises. Consequently, the growth rates of PSBC’s operating income, total profit and income of intermediate business all rank among the top of major state-owned commercial banks. Moreover, its tier-1 capital has ranked 12th among the Top 1000 World Banks for three consecutive years. The high-quality development of all business segments has enabled China Post to contribute its strength to facilitating common prosperity and advancing Chinese modernization.

We remain committed to supporting the overall development of the country, with our role as the national team becoming more powerful. We make every effort to support rural revitalization. Focusing on rural industries with local features and key customer groups, we have pushed forward the development of the service system featuring “one policy for one product”, “one policy for one industry” and “one policy for one category”. We have constantly improved the commercial circulation system in counties, strengthened the mail and express delivery system in rural areas, and refined the inclusive finance system. We have also promoted postal and express services to serve the livelihood of the public, connected agricultural products to larger markets, and helped local industries integrate into the broader circulation. We make every effort to serve the real economy. We have continuously deepened integrated development with modern industries such as manufacturing and commerce, accelerated the development of embedded logistics, and formed service models such as the integrated warehousing and distribution for Youngor in Zhejiang and the factory-side logistics for Sinotruk in Shandong, thus boosting the joint development of industrial and supply chains. We make every effort to support major regional strategies of the country. We have provided sound service in major fields, and played a pivotal role in facilitating the new development pattern, thereby enabling the brand image and social influence of the “national team” to be widely accepted by the public.

We remain committed to tackling tough problems of reform, with our strides toward building a world-class enterprise becoming much firmer. PSBC has received an initial state capital injection of 130 billion yuan (approximately 18.26 billion US dollars), opening up a new room for implementing the “five priorities” and achieving scale growth. Having been included into the major projects of boosting China’s strength in transportation, China Post’s aviation logistics hub in Zhengzhou will significantly enhance its domestic and international air cargo capacity, laying a solid foundation for fostering a “national team” that engages in global logistics competition. We have also established an unmanned aerial vehicle (UAV) technology company and actively made plans for low-altitude logistics. We have comprehensively deepened the reform of the parcel, express and logistics business, making the efficiency of supervision, operation and resources effectively improved. We have broken the boundaries of administrative divisions to optimize the postal network, making breakthroughs in the integration of delivery services in the Beijing-Tianjin-Hebei region. A series of foundational, forward-looking and fundamental top-level designs have been implemented, strengthening China Post’s capabilities of building itself into a world-class enterprise.

We remain committed to technology empowerment, with the new quality productive forces of China Post becoming much stronger. We further advance the development of China Post into a Digital Post. We have made comprehensive efforts to apply digital technology to major business segments like express and logistics as well as financial services. We have accelerated the wide deployment and application of unmanned vehicles, unmanned feeding equipment, unmanned stations as well as “cloud counter” service model, and pressed ahead with the transformation from labor-intensive operation into intelligent and unmanned operation, from “sweat logistics” into “smart logistics”, thereby speeding up the formation of China Post’s new quality productive forces with digitization and intelligence as the core.

President Xi Jinping pointed out, “Our people’s expectation for a better life is our goal.” The World Post Day theme this year is “#PostforPeople: Local Service. Global Reach.” This aligns perfectly with our founding mission of “China Post, by the People, for the People.” On the new journey, China Post will remain true to its original aspiration and founding mission, pursue the larger interests of the country and the world, and respond to people’s concerns. It will identify its position, give play to its role in promoting development and improving people’s well-being. With its ubiquitous postal network, China Post will serve thousands of households, connect different industries and cities, and reach all parts of the world. In serving the people, it will demonstrate its corporate values as a lifeline of the nation, a driving force for development, and a bedrock for people’s livelihoods. Together with all parties, China Post will empower people’s lives and deliver a better future! 
We will maximize our core functions and consolidate the foundation for “serving the people”. Staying committed to the functions and missions entrusted to China Post by the CPC Central Committee, we will further promote the quality improvement and standard compliance of universal postal service, enrich its content, and give full play to its leading and essential role in facilitating equal accessibility of basic public services. We will further enhance the competitive edge of express and logistics business, lead the industry in unblocking the “main arteries” of logistics and smoothing the “micro-circulation” in last-mile delivery, and fulfill its essential role in supporting disaster prevention and relief as well as ensuring smooth transportation and logistics, thereby enhancing the quality and efficiency of our service to the people through our ubiquitous network. We will further accelerate the development of an independent and controllable international logistics system, strengthen international air transportation capacity, and optimize our independent air network, so as to support the manufacturing industry to go global. We will further promote PSBC’s implementation of the “five priorities”, and accelerate its development into a major force in serving rural vitalization, a comprehensive service provider for inclusive finance, a vital force in technology finance, and a cornerstone for safeguarding financial stability, so as to better serve the economic and social development and enhance the well-being of the people.

We will advance transformation and enhance our capabilities of “serving the people”. Unswervingly implementing the arrangements and requirements of the CPC Central Committee for strengthening postal services, we will adapt to the changes of the times, accelerate transformation, and drive China Post in the new era to shift from mainly meeting consumer demand to satisfying more production demand, from mainly serving the general public to simultaneously serving the development of national defense and the national response to emergency, and from mainly focusing on the development of China Post itself to strengthening collaboration and sharing. We will conscientiously improve the capabilities of China Post to ensure the safety and stability of industrial and supply chains, and make greater efforts to assume the mission and responsibilities of providing high-quality services for modern agriculture, advanced manufacturing, cross-border trade and national defense.

We will promote circulation and deepen the effectiveness of “serving the people”. We will fully leverage our network resources covering both urban and rural areas, the UPU (Universal Postal Union) cooperation framework enabling global reach, and the unique corporate advantages ensuring synergy across different services and business segments, and continue to improve our service network integrating land and air transport, covering the whole country and reaching the whole world, so as to better facilitate circulation and serve the people. We will fully leverage the innate resource advantages of China Post in the integrated flows of commodity, logistics, capital and information, focus on address the three key difficulties in sales, logistics and financing, and continue to foster a farmer-friendly ecosystem that is driven by the sales of farm produce, supported by logistics and warehousing, and guaranteed by financial services to address the three major difficulties through four flows. We will strengthen comprehensive whole-chain services in rural areas and give play to our role as a pacesetter and main force among centrally administered SOEs in serving the overall situation of rural revitalization.

We will expand cooperation and enrich the content of “serving the people”. We will strengthen exchanges and cooperation with postal operators of other countries, and promote multilateral and bilateral international cooperation and business development, to ensure joint contribution, shared benefits and win-win outcome. Leveraging strong cooperation with relevant ministries, governments at all levels, large enterprise groups, private express companies and rural industrial clusters, we will coordinate and integrate internal and external resources to deliver comprehensive and convenience services featuring wide coverage, full functions and high quality, thus benefiting urban and rural development and people’s livelihood with tangible cooperation achievements.

Long as the journey is, we will surely reach our destination if we stay the course. Following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, China Post will strive to boost high-quality development, enhance connectivity, and empower people’s livelihood, thereby writing a new chapter of “China Post, by the people, for the people”, and making new and greater contributions to building China into a great modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts.
