Following the successful launch of a cross-border logistics route for TIR (Transport International Router), cross-border e-commerce under the customs supervision code 9610 (hereinafter referred to as 9610) and mail service in April, Shandong Postal Branch has upgraded its Russia-bound cross-border logistics services continuously. Recently, it has pioneered a dual model of highway transport under Customs transit for 9610 cross-border e-commerce exportation and TIR cross-border transport, as well as the dual-port dispatch channels via Khorgos and Manzhouli, creating a new pattern of efficient and diversified land cross-border logistics to Russia.

Shandong Postal Branch has launched the country’s first-ever parallel customs supervision model integrating both consolidated and split bills for 9610 cross-border e-commerce exports, enabling prompt declaration upon arrival and instant clearance for such commodities. This model breaks geographical limitations, and can serve cross-border e-commerce businesses both inside and outside Shandong province to export their goods via the postal gateway in Jinan. It has effectively shortened the time for customs clearance, streamlined customs declaration, and substantially lowered the compliance threshold and operating costs for small and medium-sized cross-border sellers. The implementation of the dual-port and dual-transport model has greatly boosted the cross-border logistics capacity.

By optimizing the operation system in the entire process, Shandong Postal Branch has increased its daily processing capacity for Russia-bound land-transport small packets from 100,000 to 400,000 shipments, effectively ensuring robust logistics capacity during peak seasons. In addition, Shandong Postal Branch has proactively collaborated with local governments, comprehensive bonded zones and local customs authorities to secure favorable policy support and integrate quality resources, thus consolidating the development foundation for Russian-bound cross-border logistics. Since the second quarter of this year, it has joined hands with local governments and the Ozon platform to host three special events promoting cross-border e-commerce. These events precisely met the needs of micro, small and medium-sized sellers, and promoted high-quality Russia-bound small packet logistics products, thereby facilitating Shandong’s specialty products entering the Russian market.
