Recently, Shandong Postal Branch completed the full-process testing of “9610” e-commerce retail export returns on the AliExpress platform through Jinan postal gateway. A total of 272 shipments of cross-border parcels have completed inbound customs clearance expeditiously under the full supervision of the Customs office in Jinan Postal Branch, thereby opening up the cross-customs-district return channel for cross-border e-commerce.

Since the General Administration of Customs of the People’s Republic of China (GACC) rolled out the new policy on cross-customs-district returns for cross-border e-commerce nationwide on April 1, Shandong Postal Branch has collaborated with local governments, local customs authorities and AliExpress to establish a multi-party coordinated working mechanism, systematically breaking down and implementing the tasks one by one. It has conducted multiple rounds of practical drills focusing on core processes such as customs declaration and port clearance, and smoothed multimodal logistics chains across air, sea, and rail in a coordinated manner to truly enable the returned goods to enter the country and be handled at the nearest ports. According to estimates, this model can help enterprises cut the comprehensive logistics costs by more than 30 percent upon implementation. It secures the export of domestic products, while providing a sound after-sales service system for overseas consumers, thereby effectively facilitating the quality improvement, cost cut and efficiency increase in the reverse logistics system in foreign trade sector.
