At the end of July, a TIR truck loaded with nearly 80,000 cross-border e-commerce parcels departed smoothly from Wenzhou Office of Exchange. This marks the first shipment of Wenzhou-Russia “TIR plus 9610” dedicated international trucking mail route operated by Wenzhou Postal Branch of Zhejiang province, building an efficient and stable logistics channel for local cross-border e-commerce enterprises to export goods to Russia.

It is understood that the first shipment of parcels on this dedicated route were orders from Ozon, covering local characteristic light industrial products of Wenzhou such as daily necessities, shoes, clothing, glasses and accessories. The truck departed directly from Wenzhou Office of Exchange for Kazan, Russia. Leveraging the advantages of international road transit under TIR convention, the dedicated route eliminates vehicle swapping and cargo reloading en route, effectively avoiding port congestion. The transit time remains stable at around 15 days, cutting five to six days off the previous schedule. Meanwhile, the whole logistics trajectory can be traced in real time, significantly improving the stability of the timeliness. The route, therefore, precisely caters to the transportation needs of light and small items under 500 grams on Ozon and aligns well with the features of local cross-border e-commerce export business.

In accordance with the control requirements by the Customs, all Russia-bound WH (delivery to warehouses in Russia) land transport parcels nationwide have been switched to the 9610 export customs declaration mode for cross-border e-commerce retail since July this year. To smoothly push forward the business transformation and upgrading, Wenzhou Postal Branch has taken the initiative to contact relevant authorities such as Wenzhou Customs, Wenzhou Municipal Bureau of Commerce, Wenzhou Cross Border Enterprise Service Platform, and carrier companies. It paid regular visits to major e-commerce industrial parks, to explain the 9610 customs declaration policies, and to find out logistics pain points and service demands of enterprises on site. Meanwhile, together with its partners, Wenzhou Postal Branch has optimized the full-process connection plan from customs declaration, gateway supervision to cross-border transportation. It has customized the exclusive logistics routes based on the characteristics of local light and small items, and efficiently completed the entire preparation work such as connecting systems, filing business qualifications and obtaining the endorsement of TIR carnets. It has, therefore, enabled local cross-border e-commerce enterprises to declare and dispatch their goods locally, ensuring the smooth implementation and efficient operation of the new business model.
