Since it launched the centralized maintenance system in July 2024, the Parcel, Express and Logistics Business Unit of China Post Group has steadily improved the stability of equipment, professionalism of operations and maintenance and intensiveness of management. By the end of July this year, at the sites covered by the centralized maintenance system across the entire network, the average monthly number of equipment failures decreased by 94.2 percent compared with that in 2024, and the average monthly failure duration dropped by 97.1 percent.
The Parcel, Express and Logistics Business Unit, in collaboration with China Post Technology, has established a three-tier organizational structure comprising the national maintenance center, regional maintenance centers and on-site maintenance teams. The national maintenance center is based in Guangzhou, with seven regional maintenance centers in Beijing, Shenyang, Shanghai, Wuhan, Guangzhou, Xi’an and Chengdu. The on-site maintenance teams at each inter-provincial hub fully execute the three-level maintenance rules of daily, Level 1 and Level 2 maintenance operations. These teams operate on a round-the-clock basis under a three-crew and two-shift rotation pattern, so that they can arrive at the site for troubleshooting within five minutes after a failure occurs.
The centralized monitoring center of the Parcel, Express and Logistics Business Unit has established a 24/7 duty mechanism. It collects network-wide equipment abnormalities and failure information through five channels: hotlines, WeChat groups, the SCADA platform, WeChat group for operations communication and overdue feedback forms. It logs failures and prepares an operation report on a daily basis, enabling about 30 percent of electrical control and program-related failures to be solved through remote guidance. The SCADA platform has connected 325 pieces (sets) of equipment. When systematic failures occur, the monitoring center can remotely diagnose and locate them immediately, greatly shortening the failure response time.
The Parcel, Express and Logistics Business Unit has also established a three-tier spare parts supply system featuring overall planning by central warehouses, regional allocation and on-site backup, and built three central spare parts warehouses in Beijing, Shanghai and Guangzhou. Common spare parts are subject to centralized procurement and unified stockpiling across the network, reducing the procurement costs by more than 15 percent compared with scattered procurement. The three-tier allocation mechanism enables proximity-based cross-regional allocation of emergency spare parts, unified inventory checks and advance stock preparation before peak season, thus significantly improving the support capacity for core spare parts.
