From September 22 to 23, the Global Sustainable Transport Forum 2026, themed “Sustainable Transport: Easier Movement of People and Smoother Flow of Goods,” was held in Beijing. Chairman Liu Aili of China Post Group Corporation Limited (hereinafter referred to as China Post Group) attended the opening ceremony. Vice President Qu Yunhai of China Post Group made a speech on behalf of China Post at the thematic session “Common Development: Making Sustainable Transport Services Universally Accessible”. He introduced the experience and practices of China Post in leveraging its network resources covering both urban and rural areas to provide inclusive services in rural areas. He stated that, under government guidance and with concerted efforts of all parties, inclusive services would be further enhanced, and broader public access, deeper joint contribution and shared benefits and higher-level common prosperity would surely be achieved.
Over the years, China Post has been striving to improve the accessibility, affordability, diversity and equity of universal service. In terms of accessibility, China Post has built a postal network that spans the entire country, covers both urban and rural areas, and benefits all citizens. China Post operates 54,000 postal outlets nationwide, 73 percent of which are in rural areas. Its 484,000 village-level convenience service stations form a comprehensive service matrix that reaches every village and household and connects people’s daily lives. Leveraging 1,553 county-level joint distribution centers, 7,135 township hubs and 484,000 village-level stations, China Post has built a three-tier logistics system at village, township and county levels, extending its service capacity to all administrative villages.
In terms of affordability, China Post has launched a pilot program of extending express services to villages. It helps private courier companies deliver packages to villages through automobiles, unmanned ground vehicles, drones and integrated passenger, freight and mail transportation services. China Post hopes to promote these practices in more regions, further reduce business costs, smooth domestic circulation, and ensure that the development outcomes of the “comprehensive transport network” benefit more people.
In terms of diversity, China Post has recognized that, as “last-hundred-meter” public service facilities, the postal network should enable postal outlets to run errands for the people. At present, 11,000 postal outlets nationwide offer police-related agency services, covering all county-level areas. 34,000 outlets offer convenience service of issuing social security cards, and 17,000 outlets provide agency services of electric scooter license plate issuance.
In terms of equity, China Post has been attaching more importance to narrowing the urban-rural gap through its services. By providing integrated delivery, finance and e-commerce services, it has proactively supported the development of county-level commercial systems, hence rural revitalization.
